Title:Advancing the Use of Treated Domestic Wastewater Effluent as an Unconventional Water Resource: Innovative Responses to Water Scarcity Challenges in Taiwan

Abstract:
 
  Water is a vital resource essential to human survival and development. At the United Nations 2023 Water Conference, held in March, climate change, food insecurity, the COVID-19 pandemic, and water rights were identified as pressing global challenges. The conference led to the adoption of over 700 commitments under the Water Action Agenda, with transforming water use in agricultural food systems being one of its major actionable items. Taiwan was ranked as one of the water-stressed countries in the Global International Waters Assessment (GIWA) by the United Nations in 2006, placing 18th in the world in terms of water scarcity. With agriculture consuming approximately 70% of Taiwan’s total water resources, achieving a balance between agricultural demands and overall water sustainability is a critical issue.
  
  This lecture will begin with an overview of Taiwan’s water use profile and core challenges, including:
-What are the key water issues Taiwan faces?
-What are the root causes?
-What are the environmental and societal impacts of water scarcity?
  In response to these pressing challenges in water supply and demand, this presentation explores potential solutions from the perspective of water reuse. In particular, it investigates whether treated domestic wastewater effluent can be utilized as an alternative irrigation source for agriculture. The talk will highlight a forward-looking research case study based in Taoyuan City, demonstrating how reclaimed water can serve as a strategic response to Taiwan’s water scarcity issues.
