講題:A Systematic Generalized Framework for Climate Risk Assessment and Climate Adaptation Strategy Investigation: Progress and Future Perspectives

  Systematic assessment of climate risk is a crucial issue in response to the impact of extreme precipitation on human or natural systems under climate change. In this study, a systematic generalized framework, Climate Adaptation Algorithm (CAA), is proposed for qualification analysis of climate risk assessment and climate adaptation strategy investigation. CAA couples Climate Change Adaptation 6-Steps (CCA6Steps) and Climate Risk Template (CRT) to analyze the relationship between climatic and non-climatic factors of hazard, exposure of a protected target, adaptive capacities and vulnerability. Two case studies are carried out to demonstrate the results of assessing climate risk. On the basis of the application of CAA, one case focuses mainly on spatial assessment of climate risk for investigating climate adaptation strategies by evaluating spatial-temporal variability of extreme precipitation in Taiwan Island. The results indicate that most of regions in Taiwan Island possibly have higher potential climate risk under different scenarios in the future. The other one is for assessing flood risk and suitable strategies under various vulnerability and adaptation scenarios in Kyoto City, Japan. The results show that the government should pay attention to reducing the population in flood-prone areas and adopt diverse adaptation strategies to reduce the flood risk to the residents. Rainwater storage and green roofs as adaptation strategies as short-term planning options are recommended. The construction of detention ponds has been suggested to prevent flood risks in future as a part of the long-term planning process. In summary, the approach proposed in this study is expected to provide a standard operating procedure and be a useful tool to support climate risk assessment. Future work can target methodology development to include the interaction of human actions/behaviors and nature-related disasters.
