Abstract:

Taiwan is surrounded by ocean where are many human activities include fishery activities, coastal exploitation, marine recreation and marine energy development; however, all of them lead to serious conflict of marine spatial multi-used, and the collapse of marine ecosystem. Therefore, it is an important issue to consider ocean industry development and marine resource exploitation based on the coastal sustainability. For a long time, we had gained rich fruits of economic success from the relevant ocean industries; however, the lack of governmental budget has resulted the decreasing of competitiveness of ocean industry. Emphasizing environmental sustainability of the moment, Blue Economy presents sustainably managed marine economy and emphasizes on human activities, harmony of ocean and symbiosis. Internationally, the concept of Blue Economy in each country differentiates from their object of development and advantage, however, there will always consider environment, economy, and society to effectively use available resources. The fourth APEC Ocean-Related Ministerial Meeting (AOMM4) in Xiamen, China in 2014, that views Blue Economy as an approach to advance ustainable management and conservation of ocean and coastal resources and ecosystems and sustainable development, in order to foster economic growth. Consequently, this study attempts to review the status of ocean industry, and further proposes strategies to promote a sustainable ocean industry.
